L.A. to declare 'state of emergency' on homelessness, commit $100 million

"L.A. to declare 'state of emergency' on homelessness, commit $100 million" by Peter Jamison from the LA Times (Sept. 22, 2015)  informs the proposed plan to fix the number of homelessness in the city of Los Angeles. The growing homeless population in LA has risen 12% more since 2013. This crisis has reached to a state emergency and is now proposing to commit $100 million to the city. The $100 million is looked forward to help with shelter, provide food, and help with sanitation.  However, it is evident that there is lack of effort in going through this as in how the LA council has not clarified where the money is coming from and how its going to be spent.
